I read the Hogwarts letter already but I did'nt get this part, if I want to advertise my story do I have to submitted to the wizargamot first or is it just if I wanted to be judge by the wizardgamot and if I don't whant to be judge can I just go to the board and advertise my story there or do I still have to go to the wizardgamot.
Does a story need to be complete or can it be in progress?

Nobody in this topic can spell.
You can advertise a story in your signature or your entire fanfiction account. The story can be in progress or finished, that isn't even slightly relevant.
The Wizengamot is for your stories to be judged, that is clearly stated.
